I. THE PUBLIC BUILDING
To the outside world, the BNP Headquarters does not exist.
The building does.
That distinction is important.
Officially, the structure is registered as a World Government administrative and archival facility. Its public designation varies depending on the country in which it is located and the cover identity currently being used.
It appears deliberately unremarkable.
Concrete.
Glass.
Steel.
Government architecture.
No monumental statues.
No dramatic insignia.
No visible security measures beyond what would be expected from a high-security government complex.
Visitors see reception desks, offices, conference rooms and government employees.
They never see the Bureau.
The building's public purpose is deliberately boring.
That is its greatest defence.
Nobody investigates a building that appears to contain nothing interesting.
II. THE CITADEL
BNP personnel refer to the true headquarters simply as:
THE CITADEL
The Citadel exists beneath and around the public facility.
It is not merely a basement.
It is a vast subterranean complex constructed around a naturally occurring Narrative Fault.
The deeper one travels, the less conventional reality becomes.
The architecture changes.
Corridors become longer than the dimensions of the building should permit.
Doors occasionally open into spaces that cannot physically exist.
Some rooms have no recorded construction date.
Others appear older than the facility itself.
The deepest sections of the Citadel are not considered part of normal physical space.
The BNP does not officially acknowledge how they were constructed.
III. THE DESCENT
Access to the Citadel is controlled through a series of security checkpoints.
The first appears conventional.
The second is biometric.
The third verifies identity against World Government records.
The fourth verifies something much more difficult:
Narrative Identity.
Every authorised BNP employee possesses a Narrative Signature.
It is not simply DNA, fingerprints or facial recognition.
The system verifies that the individual entering the facility is the same person who was authorised to enter.
This distinction exists because the Bureau has encountered people who are biologically identical to authorised personnel...
but originate from another Story.
The Citadel does not allow them inside.
IV. THE ATRIUM
At the heart of the upper Citadel is the Central Atrium.
It is enormous.
Several levels of walkways surround a central open chamber.
Suspended above the chamber is the Bureau insignia.
Unlike the simplified emblem used on official documents, the Citadel insignia is considerably more elaborate.
At its centre is a circular representation of reality.
Around it are fragmented rings representing divergent Stories.
The fragments never quite touch.
They are held apart by a narrow space.
That space represents the Veil.
Beneath the insignia is the Bureau's primary inscription:
PRESERVE WHAT MUST SURVIVE.
V. CENTRAL COMMAND
The highest operational authority within the BNP works from Central Command.
This is where the Bureau monitors Narrative activity around the world.
The command centre resembles a mixture of a military operations room, intelligence headquarters and scientific observatory.
Large displays track:
- Active Narrative Faults
- Shattering events
- Known Shards
- Quorum activity
- Narrative Bleed
- Anomalous locations
- Reality instability
- BNP field teams
- Global containment operations
The largest display is known simply as:
THE WORLD MAP
It appears to show Earth.
But the longer one looks at it, the more discrepancies become apparent.
Some countries appear where no countries should exist.
Some cities have multiple names.
Some geographic features shift slightly.
These are not errors.
The system is displaying Narrative contamination.
VI. THE ARCHIVE
The Citadel's largest section is the Narrative Archive.
It contains millions of records.
Physical documents.
Digital records.
Photographs.
Artefacts.
Recovered texts.
Audio recordings.
Biological samples.
Maps.
Personal belongings.
And objects that cannot be classified.
Every known Narrative event receives a file.
Every confirmed Shard receives a catalogue number.
Every known alternate reality receives a designation.
The Archive is staffed by BNP Archivists and Curators.
They do not simply preserve information.
They preserve evidence that reality has been different before.
VII. THE BLACK ARCHIVE
Deep beneath the ordinary Archive lies the Black Archive.
Access requires authorisation from the highest levels of the Bureau.
The Black Archive contains material that the BNP believes could destabilise reality simply by being understood.
Some records are classified because they reveal World Government secrets.
Others are classified because they reveal information about the Narrative.
Some are classified because they contain information about the Quorum.
And a small number are classified because:
Nobody knows what happens if they are released.
The deepest vault has no public designation.
BNP personnel refer to it as:
Vault Zero.
There are no records explaining what is stored there.
VIII. THE CONTAINMENT WINGS
The Citadel contains multiple containment sectors.
These are not prisons in the conventional sense.
They exist to contain:
- Narrative entities
- Dangerous Shards
- Contaminated objects
- Individuals affected by severe Narrative Bleed
- Unstable locations
- Reality-altering technologies
- Magical phenomena
- Objects that contradict known physical laws
Every containment chamber is designed around the phenomenon it contains.
There is no universal containment system.
One chamber may be completely sterile.
Another may contain no light.
Another may have no physical walls.
Some containment rooms are deliberately constructed to resemble ordinary environments.
The Bureau has learned that certain anomalies behave differently when they believe they are somewhere else.
IX. THE OBSERVATION DECK
One of the Citadel's most mysterious facilities is the Observation Deck.
It does not overlook the Earth.
It overlooks the Narrative.
From here, trained personnel can observe fluctuations in known realities.
The Deck contains enormous viewing systems whose exact technology remains classified.
Operators monitor Narrative structures for:
- Emerging Shatterings
- Cross-reality interference
- Quorum activity
- New Shards
- Unstable timelines
- Possible Narrative collapse
The Observation Deck is also where the Bureau first detects some events before they become visible in the physical world.
X. THE QUORUM WAR ROOM
The Citadel maintains a dedicated intelligence centre for tracking the Quorum.
Known as Section Q, it contains everything the Bureau knows about the insurgent organisation.
Cell structures.
Known operatives.
Recovered communications.
Historical attacks.
Narrative destabilisation patterns.
Suspected safehouses.
Ideological documents.
And profiles of the mysterious individuals believed to occupy the Seven Seats.
The walls contain photographs, maps and timelines.
But the Bureau has never managed to construct a complete picture.
Every time analysts believe they have identified the Quorum's structure...
another layer appears.
XI. THE MEMORIAL
There is a small room inside the Citadel that has no official designation.
BNP personnel call it:
The Memorial.
The walls contain names.
Thousands of them.
Agents killed during containment operations.
Civilians lost during Shatterings.
Entire communities erased by Narrative events.
People who existed only briefly before being overwritten.
Some names belong to individuals whose existence has been erased everywhere except the Bureau's records.
The Memorial exists for one reason:
The BNP refuses to let them disappear completely.
The final wall contains a single sentence:
WE REMEMBER WHAT THE WORLD FORGOT.
XII. THE CITADEL'S SECURITY
The Citadel does not rely entirely on conventional security.
Its greatest defence is Narrative isolation.
The facility exists partially outside normal reality.
Electronic surveillance is heavily restricted.
External communications are filtered.
Navigation systems frequently malfunction near restricted areas.
Unauthorised personnel may find themselves unable to remember why they entered certain corridors.
This is not considered a security failure.
It is a containment mechanism.
The Citadel protects itself by making itself difficult to understand.
XIII. THE DEEPEST LEVEL
Officially, the Citadel has twelve subterranean levels.
BNP architectural records confirm this.
Unofficially...
there are thirteen.
The thirteenth level does not appear on any blueprint.
There is no lift button for it.
No staircase officially reaches it.
No security database acknowledges it.
Yet senior BNP personnel occasionally refer to Level XIII.
Nobody outside the highest levels of the Bureau knows what exists there.
Some claim it contains the original records of the First Shattering.
Others believe it is where the BNP stores entities that cannot be allowed to exist on Earth.
A persistent rumour claims that Level XIII contains something much worse:
The first proof that the World Government did not discover the Narrative.
It discovered that humanity had already been living inside one.
XIV. THE HEART OF THE CITADEL
At the lowest known level is the Narrative Core.
The Bureau has never publicly explained what the Core actually is.
It is believed to be connected to the Narrative Fault beneath the Citadel.
The chamber is circular.
At its centre is a structure known only as:
THE ANCHOR
The Anchor stabilises the surrounding Narrative.
Without it, the Citadel's location would become unstable.
Some BNP scientists believe it is a machine.
Others believe it is an artefact.
Others believe it is neither.
The oldest records simply describe it as:
“Something that was already here.”
XV. THE CITADEL'S PURPOSE
The Citadel is not merely the headquarters of the BNP.
It is simultaneously:
Command Centre.
Archive.
Laboratory.
Containment Facility.
Intelligence Headquarters.
Research Institution.
Emergency Shelter.
And, most importantly:
A LOCK.
The Bureau believes the Citadel is positioned over one of the most significant Narrative Faults on Earth.
If the Fault ever fully opens, the consequences could be catastrophic.
Entire Stories could bleed into reality.
The Quorum knows this.
That is why the Citadel is one of its primary targets.
To the BNP, destroying the Citadel would potentially expose humanity to the Narrative.
To the Quorum, destroying the Citadel could finally tear open the Veil.
XVI. THE CITADEL'S SECRET
There is one thing the Bureau will never tell the World Government.
The Citadel was not entirely built by humanity.
Parts of it were already there.
When the first BNP expedition reached the deepest sections of the site, they discovered structures beneath the foundations.
Structures that did not correspond to any known civilisation.
The materials could not be identified.
The writing could not be translated.
And the architecture did not follow conventional geometry.
The Bureau built around them.
Then it sealed them away.
Because whatever built the structures...
may still be there.
XVII. THE FINAL DESCRIPTION
To the ordinary citizen, the BNP Headquarters is just another government building.
To a BNP agent, it is home.
To the World Government, it is humanity's most important secret facility.
To the Quorum, it is the largest prison ever constructed.
And to the Narrative itself...
the Citadel may be something entirely different.
A fortress.
A wound.
An anchor.
Or perhaps...
a door.
