I. WHAT IS THE BNP?
The Bureau of Narrative Preservation, commonly known as the BNP, is a highly classified organisation operating under the authority of the World Government.
To the public, the BNP does not exist.
There are no official recruitment advertisements.
No public offices.
No press releases.
No budget line that bears its name.
No government ministry openly acknowledges its existence.
Yet the BNP has existed for generations.
Its personnel operate in the shadows of governments, intelligence agencies, military organisations and scientific institutions across the world.
Their purpose is not to protect humanity from conventional threats.
Their purpose is to protect humanity from the truth about reality itself.
The BNP knows that the world humanity experiences is only one layer of a much larger existence.
Beyond it lies the Narrative — a vast collection of realities, histories, possibilities and Stories that exist beyond the boundaries of conventional reality.
The separation between these realities is known as the Veil.
When the Veil breaks, the impossible becomes possible.
The BNP exists to make sure that humanity never realises just how thin that Veil really is.
II. THE BUREAU'S MANDATE
The BNP's founding mandate is deceptively simple:
Preserve the integrity of known reality.
To accomplish this, the Bureau is authorised to:
- Investigate Narrative phenomena.
- Identify and monitor Shatterings.
- Recover and secure Narrative Shards.
- Contain Narrative entities.
- Study alternate realities.
- Prevent uncontrolled Narrative Bleed.
- Repair or stabilise damaged reality where possible.
- Suppress information concerning confirmed Narrative events.
- Protect civilians from Narrative contamination.
- Monitor individuals exposed to the Narrative.
- Track and neutralise Quorum operations.
The Bureau does not consider itself a military organisation.
Nor does it consider itself an intelligence agency.
It is something more specialised.
The BNP is the custodial authority of reality.
III. WHY THE WORLD GOVERNMENT CREATED IT
The BNP was created after humanity encountered something it could not explain.
The historical details remain classified.
What is known is that an early Narrative event resulted in the disappearance of an entire population.
Not death.
Not genocide.
Not destruction.
Erasure.
Records vanished.
Buildings disappeared.
Photographs changed.
People forgot.
Historical events rewrote themselves.
The world continued as though the civilisation had never existed.
Only a handful of people remembered.
Those survivors became the foundation of what would eventually become the Bureau of Narrative Preservation.
Their conclusion was terrifying:
Reality can be changed without humanity knowing that it has changed.
The World Government understood the implications.
If such an event happened again, there might be nobody left who remembered what had been lost.
The BNP was therefore created to ensure that someone would always remember.
IV. THE BNP'S PHILOSOPHY
The Bureau operates according to a simple but controversial belief:
Humanity is not ready for the truth.
The BNP has witnessed what happens when ordinary people encounter the Narrative.
Some lose their understanding of reality.
Some become obsessed.
Some attempt to communicate with other Stories.
Some try to bring Narrative technology into the real world.
Others deliberately seek out Shatterings.
The Bureau therefore considers knowledge itself a potential hazard.
This has led to the Bureau's most controversial doctrine:
Information concerning the Narrative must be controlled according to the threat it represents.
This does not mean every BNP agent believes humanity should remain ignorant forever.
Some believe that one day humanity may be ready.
Others believe that humanity will never be ready.
The Bureau has never reached consensus.
For now, however, the Veil must remain intact.
V. THE FOUR PRINCIPLES
Every BNP operative is taught four principles.
PRESERVE
Protect reality from unnecessary alteration.
CONTAIN
Prevent Narrative phenomena from spreading.
DOCUMENT
Record everything.
Even events that the world has forgotten.
CONCEAL
Prevent uncontrolled public exposure to the Narrative.
These principles are taught together because none can function independently.
A phenomenon that is not documented cannot be properly contained.
Something that cannot be contained cannot be preserved.
And something that cannot be concealed may expose humanity to the very reality the Bureau exists to protect it from.
VI. THE PEOPLE OF THE BNP
The Bureau recruits from many disciplines.
Scientists.
Military personnel.
Intelligence officers.
Historians.
Archaeologists.
Linguists.
Psychologists.
Engineers.
Medical professionals.
Cryptographers.
Researchers.
And, occasionally, people who have personally survived Narrative events.
The last group is considered particularly valuable.
They have experienced something that most BNP personnel spend their entire careers trying to understand.
They have seen beyond the Veil.
But exposure comes at a cost.
The Bureau maintains extensive psychological monitoring of personnel who have experienced prolonged Narrative exposure.
Because the BNP has learned something uncomfortable:
Reality is contagious.
The more an individual interacts with the Narrative, the more difficult it becomes to determine where one reality ends and another begins.
VII. BNP FIELD OPERATIVES
BNP personnel assigned to field operations are commonly referred to as Wardens.
Wardens investigate and respond to Narrative incidents.
A typical operation may involve:
A missing person who has returned with memories belonging to another life.
A building that did not exist yesterday.
An archaeological discovery containing technology thousands of years ahead of its time.
A village whose inhabitants remember a war that never occurred.
A creature appearing in a remote location.
A Quorum cell attempting to trigger a Shattering.
To civilians, these incidents may appear to be accidents, terrorist attacks, natural disasters or unexplained phenomena.
The Wardens know better.
They know that sometimes the impossible has simply become visible.
VIII. THE ARCHIVISTS
Not every BNP operative carries a weapon.
Some carry pens.
The Archivists are responsible for recording Narrative events.
They maintain the Bureau's most important resource:
The Narrative Archive.
Every confirmed Shard.
Every Shattering.
Every Narrative Breach.
Every known alternate reality.
Every recovered artefact.
Every individual exposed to Narrative Bleed.
Everything is documented.
The Archive serves a purpose beyond intelligence.
It ensures that when reality changes...
the Bureau remembers what it used to be.
IX. THE CURATORS
The Curators specialise in the recovery and preservation of Narrative artefacts.
A Shard may look like an ordinary object.
A coin.
A book.
A weapon.
A photograph.
A child's toy.
A piece of machinery.
A stone.
But appearances are irrelevant.
A seemingly insignificant object may contain an entire Story.
Curators therefore treat every recovered Shard as potentially dangerous.
Their job is not simply to store these objects.
It is to understand them.
X. THE CONTAINMENT DIVISION
Some things cannot be returned to their original reality.
Some cannot be destroyed.
Some cannot even be understood.
These are handled by the Containment Division.
The BNP maintains specialised facilities throughout the world, with the largest located beneath the Citadel.
Containment protocols are designed around individual phenomena.
There is no universal solution.
One entity may require physical confinement.
Another may require isolation from human language.
Another may become unstable when observed.
Another may only exist when someone remembers it.
The Bureau has learned never to assume that conventional science applies to everything inside its walls.
XI. THE INTELLIGENCE DIRECTORATE
The BNP maintains an extensive intelligence network dedicated to monitoring Narrative threats.
Its most important target is the Quorum.
The Bureau considers the Quorum an insurgent organisation capable of causing catastrophic Narrative events.
Quorum cells are tracked across multiple jurisdictions.
Their communications are intercepted.
Their Shard acquisition activities are monitored.
Their known operatives are profiled.
Their ideological networks are infiltrated.
Yet the Quorum remains extraordinarily difficult to eliminate.
For every cell the BNP dismantles, another appears.
And every captured Quorum member seems to know only part of the organisation's true structure.
XII. THE QUORUM PROBLEM
The BNP considers the Quorum dangerous.
But it also considers them dangerous for another reason.
They are not completely wrong.
The World Government really does conceal the Narrative.
The BNP really does suppress information.
The Veil really does exist.
Other realities really do exist.
The public really has been lied to.
This creates a problem the Bureau cannot solve with propaganda.
The Quorum's central claim is true.
Its methods are what the BNP considers unforgivable.
The Quorum deliberately destabilises Stories.
It causes Narrative Bleed.
It puts civilians at risk.
It creates Shatterings.
It wants reality itself to become evidence.
The Bureau's position is therefore:
The Quorum is telling the truth about the existence of the Narrative while endangering humanity in order to prove it.
XIII. THE CITADEL
The BNP's primary headquarters is known as the Citadel.
Officially, the structure is a World Government archival and strategic facility.
In reality, it is the largest BNP installation on Earth.
The Citadel contains:
- Central Command
- The Narrative Archive
- The Black Archive
- Containment Wings
- Research Laboratories
- Quorum Intelligence
- The Observation Deck
- The Memorial
- Restricted Research facilities
- Deep Containment
- The Narrative Core
The Citadel is constructed above a major Narrative Fault.
Its existence serves two purposes.
It is the Bureau's headquarters.
And it is a lock.
If the Citadel fails, the Narrative Fault beneath it could become unstable.
This is one reason the Quorum considers the Citadel a strategic target.
XIV. THE BLACK ARCHIVE
The Black Archive contains information that the BNP considers too dangerous for conventional classification.
Some documents describe alternate realities.
Some contain information about the First Shattering.
Some document failed containment events.
Others concern entities that cannot be safely observed.
There are also records concerning the World Government itself.
The deeper one goes into the Black Archive, the less certain the Bureau's own history becomes.
Some records contradict one another.
Some have been deliberately altered.
Some appear to have been written by people who never existed.
And some documents contain information that the Bureau cannot explain.
XV. THE MEMORIAL
Every BNP headquarters maintains a memorial.
The largest is located within the Citadel.
It contains the names of personnel and civilians lost during Narrative events.
Some names belong to people who died.
Others belong to people who were erased.
There is a distinction.
A dead person can be mourned.
An erased person can disappear from history entirely.
The Bureau refuses to allow that second death to happen.
The Memorial therefore exists as a declaration:
If reality forgets you, we will not.
XVI. THE BNP AND THE TRUTH
The greatest internal debate within the Bureau is not whether the Narrative exists.
Everyone knows it does.
The debate is whether humanity should eventually be told.
There are three broad schools of thought.
THE PRESERVATIONISTS
The Veil must never be removed.
Humanity cannot safely coexist with the Narrative.
THE REFORMISTS
The truth should eventually be revealed, but only when humanity has developed enough knowledge and infrastructure to survive it.
THE REVELATIONISTS
The BNP's secrecy is ultimately immoral.
Humanity has a right to know.
The last group is closely monitored.
Some eventually leave the Bureau.
Some disappear.
And a small number become Quorum members.
XVII. THE BUREAU'S GREATEST FEAR
The BNP fears neither the Quorum nor individual Shatterings as much as it fears one particular possibility:
CASCADE FAILURE
A single Narrative event is manageable.
Two are difficult.
Thousands occurring simultaneously could destroy the distinction between reality and Story.
If enough Narrative Bleed occurs simultaneously, the Veil may cease to function.
The result would not simply be an invasion.
It would be convergence.
Different Stories would begin competing for the same reality.
History could fragment.
Geography could change.
People could become versions of themselves from other realities.
Entire civilisations could appear.
The rules governing existence could change.
The world would no longer have a single coherent history.
The BNP calls this scenario:
The Collapse.
The Quorum calls it:
The Revelation.
XVIII. THE BNP'S GREATEST FAILURE
The Bureau has never prevented every Shattering.
There are places where Narrative Bleed continues.
There are Stories that have escaped containment.
There are people living in the world who are not originally from it.
There are objects hidden in museums, private collections and government vaults that the BNP has never recovered.
There are Quorum cells the Bureau cannot locate.
And there are incidents that the Bureau has classified but never understood.
The BNP is powerful.
It is not omnipotent.
That distinction is important.
XIX. THE BNP'S GREATEST SUCCESS
For generations, humanity has continued to believe that reality is singular.
Governments rise.
Governments fall.
Wars happen.
Civilisations change.
Technology advances.
Humanity explores the universe.
And through all of it, the BNP has remained hidden.
Billions of people have lived their entire lives without ever knowing that the Narrative exists.
From the Bureau's perspective...
that is success.
Every ordinary day is evidence that the Veil still holds.
XX. THE BNP CREED
Every BNP operative learns the Bureau's creed:
We remember what the world forgot.
We preserve what must survive.
We contain what cannot be released.
We protect those who cannot know why they are being protected.
And when reality breaks...
we stand between the world and what lies beyond it.
XXI. THE BNP
The Bureau of Narrative Preservation is not humanity's government.
It is not humanity's army.
It is not humanity's guardian angel.
It is humanity's last line of containment.
It operates in secrecy because it believes secrecy is necessary.
It manipulates information because it believes information can be dangerous.
It destroys evidence because it believes some truths cannot safely exist in the public consciousness.
It saves people who will never know they were in danger.
And sometimes...
it makes decisions that innocent people will never understand.
The BNP knows that its methods are morally questionable.
It knows that history may judge it harshly.
It accepts that possibility.
Because the Bureau has seen what happens when the Veil breaks.
It has seen Stories bleed into reality.
It has seen worlds overlap.
It has seen people rewritten.
It has seen history change.
And it has learned the one lesson that defines the organisation:
Humanity does not need to understand the darkness beyond the Veil.
It only needs to survive it.
